Review: De Soto shows how the law upholds the property rights of the elites at the expense of everyone else. Lawyers seem to be incapable of changing or revising property law so that much of the land and assets that people have and use lie outside the law and incur extra costs like bribes. He suggests ways these extralegal assets can be brought inside the law to the benefit of all society.
